Scientific ethics refers to people's thinking and behavior standards about the relationship between society and nature when they are engaged in scientific and technological innovation activities. It stipulates the values, social responsibilities and behavior norms that scientists and their communities should abide by. In essence, scientific ethics originates from the scientific cognition of the world, embodies a correct concept of value, is the social responsibility and code of conduct that the scientific community should bear together, is the civilization inheritance of the scientific community's inheritance and development, and is the combination of scientific spirit and humanistic spirit. Scientific ethics is the modern civilization idea of scientific and technological innovation and the spiritual power of scientific innovation.

In recent years, China's counterfeiting of peer review, tampering with images and trading of papers have aroused widespread concern in the world. Some of the high-profile misconduct incidents involved some well-known Chinese scientists. In May 2018, the general office of the CPC Central Committee and the general office of the State Council issued several opinions on Further Strengthening the construction of scientific research integrity, requiring the Ministry of science and technology and the Chinese Academy of social sciences to take the lead in the construction of scientific research integrity and misconduct governance in the fields of natural sciences, philosophy and social sciences. In recent years, scientific ethics committees have been set up in Colleges and universities. Whether the members of the Committee follow the scientific ethics is the key to realize the scientific ethics. Unfortunately, some committees still follow the previous officialdom rules and are composed of some officials and persons appointed by officials.

Just imagine whether such an ethics committee can really play a role. In recent years, academic misconduct in Colleges and universities has been repeatedly exposed, but after all, the thunder and rain are small, and nothing is settled. This has a serious negative impact on the international reputation of China's scientific research. The scientific ethics committee should not be a fitting decoration. The members of the scientific ethics committee should solicit the opinions of teachers. They should be composed of teachers with decent style of study and adhering to principles. They should be the supervisors and guardians of scientific ethics.
